MACPS on non functional basis to the Inspector of Posts line officials

In accordance with the Directorate letter No. 4-7/(MACPS)/2009-PCC dated 18-9-2009, 24-9-2009 and 29-9-2009, CPMG Uttarakhand Circle vide Memo No.   STA-I/ 8-26/I Dated      11-01-2011 approved financial up gradation under MACPS on non functional basis to the Inspector of Posts line officials of Uttarakhand Circle subject to the criteria of fitness regarding length of qualifying service in the cadre and of attaining the applicable benchmark awarded on the basis of  their service record etc-.

A-        The  officials who have completed 30 years regular service before 01-9-2008 or during 01-9-2008 to 31-3-2010 are granted 3rd financial up gradation under MACPS in PB-2 to Grade Pay of Rs 4800/- wef the date noted against each -

B-        Following Inspector of Posts line official completing 20 years of regular govt.service before or during 01-9-2008 to 31-3-2010 is granted 2nd financial up gradation i.e. to the Grade Pay Rs 4600/- in PB-2 w.e.f. the date noted against his name-

C-        Following Inspector of Posts line official completing 10 years of regular govt.service before or during 01-9-2008 to 31-3-2010 is recommended for 1st financial up gradation i.e. to the Grade Pay Rs 2800/- in PB-1 w.e.f. the date noted against his name-

The aforesaid financial up gradations are granted to the officials purely on individual basis. As such these will not amount to functional / regular promotion nor shall have relevance to their seniority position. There shall be no change in designation, classification or higher status. However, financial and certain other benefits which are linked to the pay drawn by an employee such as HBA, allotment of Government accommodation shall be permitted.

No stepping up of pay in the pay band or grade pay will be admissible in regard to junior getting more pay than the senior on account of pay fixation under MACPS.

The officials have option to get their pay fixed under FR 22(1)(a)(i) within one month from the date of receipt of orders.

No pay fixation benefit shall be admissible at the time of regular promotion, if any, if it is in the same grade pay as granted under MACPS. If the regular promotion is to a post carrying higher grade pay than what is available under MACP, no pay fixation is admissible and only difference of grade pay will be allowed.
