Special Cover on Kedarpatri to be issued during Basant Ke Rang (Colours of spring), State Flower Show at Dehradun – 22nd February 2014


Started in 2003, the State Flower Show is held at Raj Bhawan, Dehradun, every year. Releasing of special cover and cancellation is customary in the flower show as it is part of the official agenda, courtesy to the then Governor H.E. Sh. Sudarshan Agarwal, who himself is a keen philatelist. Special covers have been released in 2003, 2004 and 2006 to 2013. This year the flower show will be held on 22nd and 23rd February 2014. Special cover on Kedarpatri (Skimmia laureola) will be released on 22-02-14 by the Governor H.E. Dr. Aziz Qureshi. Kedarpatri has medicinal values and is also favourite food of musk deer. It is found at 2400-3600 mt. height in northern India. It is a strongly aromatic evergreen shrub, creeping or erect to 150 cm., with simple rather thick leathery, oblanceolate to oblong-elliptic, shortly pointed leaves, and very compact terminal clusters of yellow flowers, flowering from April to June.

New Speed Post tariff will be from 1/10/2012.

Speed Post service was introduced by Department of Posts in August, 1986. Department of Posts is getting his maximum revenue through this service. Speed Post charges was last restructured during the year 2007.    The operational cost of Speed Post was increased day by date and there is need for enhancement of tariff.

DPC for promotion in to PS Group "B" cadre for the year 2011 has been held on 28.10.2011. Allotment orders are likely to be issued very shortly.

i) Up-gradation of Grade Pay from Rs. 4200/- to Rs. 4600/- for Inspector, Posts.

ii) Promotional and examination quota for IP Line officials in PS Gr. “B” cadre as well as Senior Postmaster grade.

It is requested to kindly look into the matter personally and arrange for personal interview to the Association to solve the above long pending issues as these issues are very crucial for our cadre.

Sub:   Filling up of GDS Posts in Branch Post Offices-review of guideline        regarding.
Sir/Madam,
Reference in invited to this Directorate letter No. even dated 14th Jul 2009 on the subject cited above which provided for the manner of filling up of GDS vacant posts in single handed branch offices and branch post offices having two or more hands.
2.            Provisional appointment for a brief may be resorted to only on account of sudden death, dismissal, removal, put off duty, absorption against the departmental post of Gramin Dak Sevaks and unauthorized absence for long period in case regular arrangements cannot be made immediately.
3.            In the case of posts falling vacant due to discharge form service of the GDSBPM or absorption of the GDSBPM on the regular departmental posts, efforts should first be made to fill up the posts by adjusting identified surplus GDS fulfilling the prescribed qualification & other prescribed conditions failing which action should be taken in advance to fill the vacant post of GDSBPM on a regular basis by following the prescribed procedure and following other conditions prescribed under letter No. 17-103/2007-GDS dated 14 Jul 2009. The list of all the GDS, category wise, due to be discharged from service in calendar year may also be displayed on the Department's website in the month of January of each calendar year.

Latest Position on Important Issues

1. Revision of Grade Pay for IP:

File is still pending in the Establishment Division of the Directorate. Recruitment Rules of Income Tax Officers in CBDT and Superintendents in CBEC are required for further processing the case. Members may please help the CHQ to procure the same so that it could be submitted to the Department.

2. Result of PS Group B exam :

It is likely to be announced by the end of November 2010 or first week of December 2010.

3. PS Group B DPC for the year 2010:

It is likely to be held in November 2010. Exact date of DPC is yet to be fixed.

4. Outsourcing of examinations:

It is likely to be finalized by January 2011. All examinations are likely to be conducted on objective type.

5. Revision of Honorarium of Invigilators for departmental examinations.

Case is under consideration by the department. Department is in the process of collecting information on amount being paid for invigilators by the SSC/UPSC. Information from the UPSC is awaited. Members may please help the CHQ to procure the rates being paid by SSC/UPSC so that it could be shared with the Department.

6. Revision of Fixed stationery charges for the Sub Division:

File is reported to be sent to Finance Ministry for concurrence.

Deputation of ASPs and IPs to the Department.

Postal Directorate has called for applications for deputation of ASPs and IPs to the Department vide no. 4-1/2010-SPB-II dated 12-10-2010
Sub:- Deputation of ASPs and IPs to the Department.
Services of ASPs and IPs are required in the Directorate. It is, therefore, requested that only such ASPs and IPs, who are willing to be deputed in the Directorate and have cleared their probation period and are not due for promotion with in the next two years, may submit their applications to their respective Circles for necessary action. An advance copy of the application may be sent to the Directorate by the applicants.

Effective No. of Candidates for GDS Recruitment

The Postal Directorte has issued instructions reg "Effective No. of Candidates" for GDS Recruitment vide Memo No. 19-27 / 2010-GDS Dt. 07.10.10.

Modified instructions on Recruitment of GDS thro Employment Exchange - Clarification of term "Effective No. of Candidates"

Attention of all concerned is invited to Para 3 of this Dte Order No. 19-4 / 97-ED & Trg Dt 19.08.98 which provided that "in case the notification and public advertisement so issued fail to elicit any response within the stipulated date or if the effective number of candidates applied for the post is less than 3, the vacancies will be re-notified to the Employment Exchange & fresh advertisement issued calling for nominations etc within 15 days"

2. The term "effective No. of candidates / applications" has undergone judicial scrutiny by CAT, Hyderabad in OA No. 516 / 2009 in the mater of Shri.Chennuri Raju vs Union of India & relying on judgement of High Court of Madras in WP No. 22500 & 20422 / 1999 in similar case CAT, Hyderabad has held in its judgement on 15.06.10 that "three effective applications mean three applications should be received and even if one of the candidates amongst the three applicants is eligible, the selection should be finalized"

3. The issue has been considered in this Dte in the light of the aforesaid judgement and i am directed to convey that term "effective No. of Candidates" finding a mention in the order of this Dte ibid may be interpreted to mean that three applications from the different candidates should be received and even if one of the candidates amongst the three applicants is found eligible, the selection should be finalized in conformity with the interpretation as referred to in Para 2 above.
